It is usually one of two things. Either it is too wet — wring it out more firmly until it is damp but not dripping. Or it has not been snapped enough — snap it sharply in the air 4 to 5 times to activate the evaporation. The more airflow the towel gets, the colder it will be.
The snap creates a burst of airflow across the fabric which kickstarts evaporation. Without it the towel just sits wet on your skin. The snap is what makes it cool rather than just damp.
Cold water will give you a slightly quicker initial cool but any water works. Tap water, bottled water, a stream — it does not matter.
